If you use a preflop reference chart, GGPoker and PokerStars are not interchangeable. GGPoker’s published security policy bans charts during play; PokerStars’ international policy generally permits a basic static chart for unopened pots. That is a practical difference in how you can play, before a bonus or reward percentage enters the comparison.

Choose a study workflow that the rules allow
The chart distinction is narrow. A simple unopened-pot chart is different from a tool calculating an answer from the current hand. PokerStars’ permission for the former should not be stretched into approval of advanced solver output.
The timing rule matters too: closing the tables is not the same as closing the client. Someone studying with a GTO or ICM tool while leaving the PokerStars client open would still fall within its published restriction. At GGPoker, do not assume that a third-party hand-history converter fits the permitted workflow.

Price the bonus against normal play
Under the cited GGPoker release ratio, $100 of unlocked bonus requires $500 in qualifying net rake or tournament fees. That is a cost of qualifying activity, not $500 of bets. A maximum deposit match tells you little until you know how much your planned volume could release before expiry.
Compare ongoing rewards separately. An account’s tier, qualifying fees and redeemable benefits are more useful than adding unrelated promotional maxima together. For either room, use fees and cash received from the same period; keep tickets outside the cash total.
UK and North American readers have an account question first
The August UK announcement was the launch notice. The current Betfair help now directs existing Betfair users to that account and other transferred Stars users to their existing Stars credentials. Betfair terms apply after transfer. Its Stack+ programme differs from international Stars Rewards.
The North American announcement names New Jersey, Pennsylvania, Michigan and Ontario. It cannot be read as nationwide availability. Establish the permitted product before applying an international reward or tools comparison to it.
Which difference should decide?
For a player using a basic reference chart, the cited software policies may settle the shortlist. For someone choosing a tournament, compare the complete event entry and schedule instead. The documents do not establish that either room has easier opponents or lower personal costs at every stake.
